Pet birds: is more time out of the cage always better?

Background

Parrots are intelligent and social, so many keepers say more time out of the cage with their people means less stress and fewer problems like feather plucking. Others stress that homes are full of hazards such as cables, windows and hot stovetops, so supervised, scheduled out-time is safer. A large, enriched cage matters too.
